Who is in charge of paying for international duties and taxes?

NZ & AU Buyers: Items with a value of $1,000 or less generally do not have duties, taxes or charges to pay at the border*

If a purchase is subject to duties and taxes (e.g. over $1,000), payment for any duties and taxes is the responsibility of the buyer (or "receiving party").
